Windows .exe How would i do this with lan? (if at all)

Hello.

On the server.properties file on the server just click the online mode to false, then start the server and connect with the IP "127.0.0.1" and then you are done.

Or you could run the launcher, start a singleplayer, open it for multiplayer in the options and they should be able to find your game automaticly.
But doing it this way means that if you exit minecraft the server goes down, so the other can only play when you are playing.

Yeah, or he can just follow my way and have a permanent and stable server.

True, but having a MC server constantly running in the background on your computer isn't always desirable.
At least i prefere to open a singleplayer game for multiplayer when playing minecraft on LAN.
I leave it on as long as we are playing together, when we stop i take it down and then i don't have a resource hungry MC server running in the background if i want to do other things like playing heavier games.

You use less resources and have optimum performance when running a separate server than running it on your client.
