I might be underthinking this since no one else suggested it, but my first thought was priorities. Have you tried setting both export buses to +5 (any number over 0, really)? I'd think that or level emitters would solve the problem; turn off the connecting cable as soon as the machine has 1..forcing it into the other bus.

You can't set the priority of export busses.
You can only set it on storage busses and other storage related ME items.

You can just have a level emitter count the number of items that you have them activate the subsequent export bus when things are full.

Though, you can use a logic gate to detect "items in inventory" and go from that idea. Set it to export stacks only as well. That way you have a stack in each one and when a stack runs out it'll insert another stack.

This way you reduce the number of interactions you system has to go through. Memory efficiency as well as elegance.

I'd just put a composter on the back of each fertilizer and let the liquiducts take care of it at the sewage level. If I wasn't getting enough fertilizer to keep both farms happy, I'd make my sewage collection area larger until I did have enough.

remember it's cheaper to upgrade the sewage collectors before adding more
