I really hate it when people think that cactus is a good resource to put in crafting recipes or cactus green for that matter.

I think Botania adds a way to generate cacti from something more easily obtained. Also, if you need cacti for BC pipe sealant, you can also make that from beeswax.

I like to build in a desert. Relatively flat, no annoying tall grass, bright cyan sky, and no rain. Amazing.

I usually just build right about where I spawn. I just find a nice little hill, preferably facing east or west so I can get a good view of the sunrise or sunset, and dig straight into it.

My very first base in the very first world I started in Vanilla was dug right into the side of a cliff. I liked not having to worry much about zombies standing outside my door, even though I switched into Peaceful mode after a skelly dropped some bones on my doorstep the first morning.

Every Survival base I've built since then has been based on that, although I've never been able/motivated enough to find nearly as nice a cliff since then.

Beaches are nice, if you like having a view of the ocean and a good source of sand. My bases in Ressurection and Pathfinder were both in hills on or near beaches.
