Ok, are the rules still enforced? And can someone get anywhere when starting without being instantly killed or having to go 10000 blocks.

the rules are being enforced still, its not too hard to find a place to build a house, you wont be instantly killed as there is no pvp.

and yes, guelmy is the owner, the original owner past over the management of the servers due to reasons.
