Turtles can't program turtles as far as I know so even if they can replicate and place themselves, new turtles would be soulless (Yes, they have souls.)
Turtles programming turtles is the easiest part of all of this. All you need is a diskdrive + floppydisk

In these cases the turtle has to go back to refuel (early enough)

A turtle that got stuck without fuel could call for help and some other turtle could bring fuel

If you could programme some turtles to farm trees, and expand said farm via the incoming tsunami of resources. Then just enderchest out the resultant wood/charcoal.

Likewise if they mine cobble X times- then they move up and along to carry on past a natural cobblegen.

There's a limit to the influx/outflux(200 or so turtles IIRC) of charcoal via enderchest not to mention I'm not sure turtles can even color the ender chests of which you would eventually need multi-color combinations.

Do tesseracts have a CC API for setting frequencies and stuff? If yes then that's another option

Strongboxes wouldn't work. The best way to increase the throughput would actually be several turtles making sure there's only ever a stack of coal/charcoal in the chest otherwise they'll grab less than a stack eventually down to dozens of turtles only ever grabbing out a single charcoal/coal leaving many in a state waiting for more fuel.

Tessies wouldn't be up to CC TE adds a wrench turtle(IIRC anyway haven't even looked in literally a year or more).

But in reality you wouldn't even need it. If you have a tree farm big enough, with enough furnaces, to produce 1 stack of charcoal every <x> minutes (x=b*t, b=burn time of a stack of charcoal t=amount of turtles) then you just have the charcoal being produced at the same rate it is being burned, then no harm done. And if you have a set up like so:

C being a chest, so in this case a double chest (use Iron chests if installed), H being a hopper, and E being the Enderchest....
Then have the turtles filling the chests, attempt to fill E then H then C, that way even if the ender chest is full then the charcoal is still being put into the system. And if the turtles manage to empty the ender chest of the full stacks, then there will still be a few that are starting to get put in, via the hopper, for any turtle which still needs some... although it won't be a stack, it would still be a small amount of fuel, enough to go on a little while longer

Touchscreens are not difficult in the slightest.

If you use a hopper it will become a choke point on the system after a certain number of turtles. Using a turtle is far more appropriate and a far wider choke point. You can add more turtles as you need to expand the choke point as well with relative ease.

Theres only a finite number of colour combinations (4096)- though your computer will melt before you get there.

I think Reika said he used enderchests to take the throughput from his tunnel bore (700 items/second)
Though I guess the actual limit for an enderchest would be 3x9x64 charcoal per 2 ticks.
(number of slots x full stack- assuming you can't place and remove items in the same tick)

Unless you get solar turtles...

The old solar turtles and chunkloading turtles make the whole process extraordinarily less difficult.

No one said the turtles must all federate to the same hive. If we meet a bandwith issue, the could create another hive...
