Configs Location?

Hello, I'm tryin' to find the configs of all the mods, so I can add Tropicraft to it, because all the Item ID's are being occupied by another mod, so I can't add it without changing them. So where would the configs/Item ID's in Tropicraft? & do I need a certain program to open the configs?

depends on the pack you are playing but it's usually \whereyouranthelauncherfrom\packname\minecraft\configs and I'd use notepad++

Okay, I found it. but how do I change the Item ID's? cause it won't let me open the file themselves

Alright I got all that. found out how to edit the stuff& what not. but what if a mod doesn't HAVE a config file? I can't find it. :/ Is there a way to add one?
