You can do this with a cyclic assembler
From Thermal expansion, you need to make it, and a schematic. Place schematic in schematic shaped slot
Open up a tab on the right side (can't remember what colour) and set the recipe for the assembler in there.
It requires 20 rf/craft and can craft up to 1 craft/tick
On a side note, how do you get wither skeleton skulls ?
skeletons dipped in witch water become wither skeletons.
Try it with other overworld mobs for fun experimentation.
Just let them swim in it.

Above this room is an autospawner above a floor of conveyor belts. Tesseract on autospawner feeding it mob juice and power. Skeletons spawn, conveyor belts push them through the hole in the floor, they hit the witch water and turn into wither skeletons which then die on the iron(invar) spikes. Vacuum hopper picks up the drops, itemduct saves the skulls, necrotic bones, and coal, tosses everything else in a trashcan.

I followed a similar pattern. Now the only question I face is finding a safe way to kill the wither. Got any ideas?
