    No, I don't think so, unless I unlocked it and haven't noticed it yet. I just needed one creeper heart to make the creeper soul seeds and that's done now, so if I need another creeper heart down the line it won't be an issue. It just wasn't very easy to get one in this modpack for some reason...

    Bats don't spawn the same way as hostile mobs so the X's aren't much good for this. They need light levels lower than 4, IIRC, while hostile mobs only need under level 7. So it needs to be very dark. And while it shouldn't matter with spawners, have you tried placing the spawners below y=63...
