You might be thinking of Yogscast Complete. That was based on Resonant Rise. Basically, iirc, after stuff with Tekkit not having permissions from modders and Tekkit being stuck on 1.2.5, they wanted to update and that's how the Yogspack was made. It was meant to be they're own update to Tekkit.

Honestly being forced to use less mods, due to ram concerns, I enjoy it more than using 20 mods that do the same thing. It makes the game less overwhelming. I saw Reika's stuff updated recently. I might make a 1.7.10 world going when my server goes down.

Its likely caused by all of the different mob and dimension mods you have installed. Entities can cause server tick issues. Same with dimensions. On another note: How the hell did you get Reis for 1.7.10? o.O
