you can get lapis by crafting a water bucket with a seed to get a rain seed. Put that in your crafting grid to get lapis. You can build a lapis farm that way, if you wish so.

Yes, but you still need 4 times the blocks. The downside of covers is that they are sometimes a bit hard to place.

When you have to travel to the next island and you don't have many blocks, make yourself a saw and cut your blocks into covers, which you can use to build your bridge. Better?
