Because they aren't the same and are quite complementary. Railcraft concerns itself with the rails, doesn't do much for the carts. Steve's carts concerns itself with the carts, doesn't do much with the rails. A better comparison would be Steve's Carts and Traincraft.

Hm, ok. I'm doing my normal branch mining, at Y40 for copper/tin/quartz, in an area with UB rocks, 3 sets of branches, 0 quartz. Heck, feels like everything has had a far lower yield than expected. :(

They won't. In fact, it is super touchy even with the controller, especially if you have Railcraft installed.
