Try a new world. This is possibly caused by a change in BoP configs. This is unrelated to the TE update that needed ducts to be held. This will be fixed when we update to TE 11b All packs except Lite2 need 2GB of RAM available.

While using the Direwolf20 1.6.4 pack, I keep trying to set all of the biomes in biomes o plenty to true, but every time i launch it sets them all back to the default false in the configs, why is this and how can i stop it.

Looks like the map was generated in an older version of the pack, I'm guessing 1.0.2. There was an incorrect config file shipped with that version for BoP. I am assuming it's all fixed again now and that's why your seeing this as some biomes were turned off. Not really a bug.
