    I used the bibliocraft bookcase that outputs a RS strength depending on where you put the redstone book in to create a designated signal strength to compare with the comparator. Red alloy wire from ProjectRed will carry a signal without decay, and doesn't break with water.

    I do use a max size Steel Railcraft tank as a steam buffer as well. Althought with 1:1 steam use/produce it is rather redundant.     I don't think any material will accept 24,000 L/s in its small variation. You definitely need either a regular size or large turbine or multiple Large Steam Turbines.     I completely agree. Being able to get a fortune 3 pick after a couple of deep mining trips isn't very balanced or progressive if you ask me. Add in the fact that it is nearly free to give any tool repair (moss) or a battery/flux capacitor and it means you never need to repair an item again...
