The easiest way to fill a large area with water is to 1. Cover the area with cobble or something (1 layer) 2. Cover that with water - you can place and break ice, or use Emperors chalice, or bucket it, whatever you want. 3. Get rid of cobble layer. Perhaps a bit buggy, But works for most things.
