    You can't get ender essence (well, with any reasonable ease, at least) in the dream world due to lack of endermen, and as such you wouldn't be able to make the regular infusion stone and everything after, so TPL took ender essence out of the recipe so it wouldn't bork up spirit world...

    You've not reached that high a level of tech if you don't have access to Clockwork Phase. And before you assume something's a bug, I'd suggest you follow the questbook until you get to the relevant quests.
