You could try going into server.properties and changing the view distance from the default of 10 down to something lower. If you lower the view distance to 6 it should help a bit. The other change would be getting a package with faster upload speed.

Harvest, that's not going to do a lot. The single threaded performance is 15% higher at best. Instead try running multiple servers on the same dedicated hardware. 3 servers with 10 slots each would have better performance than a 3o slot server for example.

Please keep in mind that Tick Threading is no longer being worked on. This means if you find any problems they may never be fixed unless someone else start maintaining Tick Threading.

Uninstall 32 bit Java and tell FTB to use 2 gigs of memory. Sadly, its going to be almost impossible to get good FPS with that setup, those parts are fairly low end.

Depends on what you want to one shot kill. Not every enemy has the same health and bosses can't be one shot be anything that I know of.
