AFACIT, they haven't let the file regenerate, and significant balance tweaks were made over the life of the pack.

All they have to do is delete the parts that have to do with constants and configurations and re-run a server or client; the config will be regenerated correctly. They should enable IC2 and TE recipes. MMPowersuits is smart enough to do everything but be psychic.
