That would work yes, but I personally put in an empty tool (or other electric item) and then set the filter to whatever I wish it to be (which can be handy as you can safely set it to 99% and it will pull anything but a full tool, use this as a way to refill my jetpacks)

The fuzzy works by matching based on the value of the one within, so if you put a full one in with 50% tolerance, it will match anything from full down to 50%, but it won't match further than that, because it's not within 50% range of the one set in the filter

I would imagine no right click magic involved as they're a vanilla drop and right click magic isn't a vanilla mechanic

They're just a random drop from harvesting normal potatos, I don't think that you can get them from the tuburous jetpack, but you can use them to craft it (and off the top of my head, they only have one other use in blood magic)

Think of it like an amplifier, for the same amount of blood (one heart) it's worth more life points
