Go ask the mod devs. They will tell you default configs are balanced against only vanilla. Thats why they give config options. So that their mods can be adjusted to not invalidate a different mod.

Slow is the one that makes the map. Not the FTB Team. And I am still not sure where people keep getting this whole "all the packs are about balance" thing. Only MF is incredibly picky about balance.

Tech 2 and Magic World 2 are not "balanced" shove them in the same instance and you have a massive pack with no changes to configs except for compatibility issues/ bugs.
