Actually no its not. Only MFR has had a balance change applied to make it use TE3 recipes. DW20 is just as unbalanced as Monster it just doesn't have several of the immensely "OP" mods. The defacto balanced pack would be Horizons.

A large part of the reason for us still doing those packs are some people really don't want to do ID resolution. Aside from DW20 the trend in the MC stream and youtube community is towards smaller more themed "game" packs as opposed to massive modpacks. Its also what we are seeing people...
