I had the same problem and only caught the guy because he screwed up. In my short time running a server I haven't seen any way to catch someone if they have OP status.

This sounds good, 1.5 dw20 is so bad you can just hand mine and do anything you want, other than make hv solars. Looking forward to 1.6 and actually needing to run a quarry ... In dw20 diamonds spawn in clusters of 10, so if people are seeing 3-4 that's a definite drop.

When a mod pack gives me many easy ways to gather resources and create infinite power generation (think forestry fertilizer dynamic vs MFR tree farms....) but then has machines that require tiny amounts of resources to build, and tiny amounts of power to run.

Is there any reason you should not build with Seared Bricks from TiC? I notice that Rednet cable attaches to it, does it cause lag to build with it? (other blocks used in multiblock structures are sometimes bad to build with...)

What hosting do you use?

It would be easier to just pipe the lava into the centrifuge in liquid form, then just have all of the tin you get to where you want it. Is there a reason you want to put lava into it in cells? Or... are you using xycraft aluminum to make Cans, so you can basically turn aluminum into Tin?
