You recently asked about Tinkerer's Construct progression for FTB Beyond. You can get to cobalt mining level without needing more than a stone pickaxe. You just need to make a clay cast of a Sharpening Kit and then make an Obsidian Sharpening kit. Use that to modify your pickaxe with a piece of flint and it'll change the mining level to Cobalt.
