Minecraft is YOURcraft (e.g. "mine"? as in the possessive?) It's up to you to determine what, in your world, is fair or unfair.

My personal opinion, FWIW after my "short answer":
Something that gives high rewards for a low amount of input, such as a mod I saw earlier on MCForums that gives 5 (yes, 5!) nether stars for some cheap-o combination of diamonds and gold, is drastically unbalanced. Now, the work that's put into killing a Wither is totally more significant than the work that goes into gathering some diamonds and gold. And five Withers? You've gotta be kidding me...
