Some mods may introduce changes that will break your world in the form of disappearing blocks and items. Only a new world would be save. There ware ways of fixing some of those conversion problems but not all unfortunatley can be undone.

A universal rule with any and all forms of modded minecraft is that with each and every major update the chances of losing your world to game breaking changes will always be high. So it is never a good idea to get too attached to a world or build as chances are you will loss it once a new major update is released.

In the future this may change a bit once the modding api is out but their will always be instances where a modder or mojang makes changes that are not backwards compadable in the name of progress.

If Biomes O'Plenty will get introduced then starting new world would be the best option, it will screw up biome generation on borders of chunks and mess up with bees (Forestry apiaries and farms check when loading world what biome should be during world gen in a given place, not what biome it really is). Natura and TConstruct probably will be in packs, Natura changes worldgen quite a bit (bushes, new trees, clouds and nether, recently a lot) and Nether without it is just boring. TConstruct has very good early game progression, so I'd recommend starting new world to get to know this mod better. You can always just move most important buildings using development versions of MCEdit

Well, also if Redpower ISN'T in packs for 1.5.x, and you convert your 1.4.7 world, you'll have big empty spaces where there was marble and volcanoes (basalt) or redpower circuits/frames/etc.

My information suggests that it would just be better to start a new world, especially if you're talking about your 1.4.7. There's so many changes and potential for world generation problems with the addition and subtraction of mods that you'll have an easier time starting over. I also feel that with the new mods that will most likely make into the 1.6 pack, that you'd miss out on new game play experiences by trying to stay in your old world.
