Summary of the problem Witch water transformation

What is the bug? creation of witch water is a result of a barrel of water on top of a block of mycelium. As far as i knew from darkosto's stream the block of mycelium is only able to scan for a barrel of water in a 1 block radius but when I placed 1 block of mycelium down a barrel 2 blocks away from it with nothing under it began to transform the water. (Pre-bugfix patch)
Not sure if this is intended or a bug but thought it should be reported just in case.
