Drum would probably need to be placed above/under an air pump since they only accept fluids from those directions, i believe. And no you don't need a gas turbine

Try a steam dynamo.

While MJ will in theory work it won't work very well, you need to place the openblocks tank next to the pump not above it. And it's actually more efficient to right click it yourself(you'll get the air quicker than a dynamo would). It won't collect it everytime you click/it pumps but after a few it should.
