This is indeed true. On a last note about the forger.

He can "Try" To forge someone every night. If the wolf kill target is NOT killed the forge will fail and not go on cooldown.
A forger can't target anyone. The wolfs target the player for death and he can decide to forge that person's role to whatever he feels like. Hope thats clear

Ofcourse once sucsessfull it will go on cooldown
