It's sort of a difficult thing to tell. See, either the wolves are being intelligent and attempting to frame a new player, but that seems unlikely. For one, when not killing one of the "power players," they are, in that act, putting themselves at risk. The more power players there are, the higher chance of them being detected.
In addition, it's already easy enough to lynch someone who doesn't know what they are doing. Take examples from CoolSquid, who was unable to defend himself against the accusations of him being a wolf, simply because he was not experienced enough to know how. It's much harder to lynch someone who does know what they are doing, because even if the lynch is successful, those who advocated the lynch will generally be taken down the day afterward. This is generally because the "power player" provides significant evidence while alive that, if they are lynched and shown to be innocent, the lynch advocator will be seen as immediately guilty.
So while it could be a ploy by someone intelligent, I rather doubt it. The risks outweigh the benefits. So either someone who doesn't know who they are doing occupies the position of wolf, or all of the power players are wolves, which means we're basically screwed no matter what they do.

And yeah, I realise this game uses zombies instead of wolves. Sue me.
