Problem Ultimate Reloaded - Fluid reactor is disabled?

Why can i not access anything blocks related to building a fluid reactor? The standard IC2 nuclear reactor is stuck in 50% EU mode and i cannot change this (w/o going to ic2 settings in game). How can I re-enable the fluid reactor in game or disable the eu only mode of the nuclear reactor?
