turtle.attack() and turtle.place() not working in SMP

Turtles can neither attack mobs nor place blocks on a server I play on, although they can break blocks and move. This is true both for trusted programs I pastebinned and for programs I wrote myself, and I tested the programs in SSP and they worked.

I think what the server owners have done is misconfigured ComputerCraft somehow, or it is interacting badly with a plugin. I want to walk them through fixing it.

Maybe its a grief protection feature. My server admins don't allow the player file that the turtle is using (it was computercraft or something) to place blocks and break blocks.
