Thermal Expansion Bust

Hello! When I am playing single player DW20 I am able to use all of the mods (including TE4) however when I make a server from the files thermal expansion gets rejected and I do not know why.

I have isolated the mods crucial to TE and it still is acting up...this report happened when I had the following mods:

CodeChickenCore
NEI
Thermal Expansion
Thermal Foundation
CoFH Core
CoFH Lib
Redstone Arsenal

Any help is much appreciated, I am sure the report has the answer however with my limited knowledge I cannot find it.

Which version of DW20 pack and did you download the server files from the launcher? Really need the FML Latest log to be sure what is missing. It should tell the exact mod
