People that say Anime and Cartoons are exactly the same.

As an anime fan, they are. The only difference is that they're cultural styles. They are both animated television shows/movies - however the big difference is that in Japan animated shows aren't aimed at kids as much.

The art style is completely different - also, the things you mentioned already make the whole idea incorrect, they aren't exactly the same.
One could easily say that the only thing they have in common is that they are animated - regarding style and target audience, they can differentiate immensely.

Anyway, back to the game...

Anyway, back to the game...

Drama.

The art style differs from each cartoon and anime. No two anime shows have the same style. And the generic art differences (big eyes, mad hair) are cultural differences. The other thing I mentioned is the target audience - that's mostly down to the viewers and the target market varies between shows in the US and Japan.
