The FTB Launcher won't download modpacks

So I get this problem loading any mod pack from the launcher (I'm using the EXE) and I sit at the "Downloading Mod Pack" for maybe two hours and nothing happens so I exit and do something else. But recently this is what all my friends are playing! This is the loading thing

and If I exit off it downloads regular Minecraft, then gives a "Modpack not downloaded error"

*UPDATE* I tried using the JAR and the same thing happend

p.s. I've tried running the EXE as admin

Same here. Except with the AVG im using avira. But im getting this. Failed to load modpacks, loading from backup: java.net.ConnectException: Connection refused: connect. Then i get this big mess in the FTB console (From Console: java.net.ConnectException: Connection refused: connect
