Skeleton Soul Shard with 1 kill on it, then go STRAIGHT to Twilight Forest. Get a Jetpack on and fly quickly through a Lich Tower and collect its spawners, which are always either Skeleton or Zombies. It's how I got my spawners uberfast.

Heh, at the cost of a diamond. If you are lucky, and find a grassland biome when searching for rubber/potatoes, you'll find some barrows hills, which will each have a spawner for skeletons and zombies. That is how I get my skeleton spawners set up quickly, normally.
