Terrible FPS, not a render issue?

Details of the issue:
I am experiencing terrible FPS, typically ranging from 1-9FPS.

I'm only experiencing the issue on our multiplayer server, singleplayer runs smoothly with no problem.

I use this laptop to run Fallout 4, Skyrim, and Borderlands 2 so I see no reason as to why Minecraft multiplayer should be an issue.

The server isn't hosted on my laptop, we use another device to run it. The only 2 things that I have running is FTB and Hamachi to connect to said server.

Things I have tried:
- Installed Optifine and optimized all settings. This had no effect whether the settings were high or low
- Full reinstall of Java 64bit
- Allocated more RAM to the launcher, currently 4GB

Put your chunk loading distance to 6 or 8 and put your FPS to exactly 30 or all the way down to v sync :) welcome
