Currently I have filled up enough redstone power cells with energy from my steam boiler + engines for my current needs. Until I either make more cells or a tank to hold the excess steam, is it ok to leave my boiler running? It (the boiler) has no more room left for steam in the inherent tank. It won't explode or anything if I just leave it on, will it?

It's not only ok, but probably more efficient on whatever you use to fuel it in the long run. Boilers are intended to be run always-on, and nothing bad happens if you "fill up" on steam. Just don't let it run dry on water.

Steam tank won't blow.

It will continue to consume fuel at the same rate though.

Tartarus.. I mean at work. Same thing really.
If the steam tank is full, it'll burn fuel at the normal rate but use less water.

Generally its better to run your excess power into a magma crucible and re-claim it at a later date than to shut down.
(Magmatic engine is 90% efficient, Combustion is 4x slower but 100% efficient and the IC2 geothermal is fairly awesome for this too)

You could also power a couple rock crushers that make cobble into gravel into sand and get gold nuggets and diamonds occasionally. You have to keep them running a couple weeks to get the diamonds back that you used on the rock crushers but if your power would go to waste anyway why not. Rock crushers have some other uses, too, so you're not really wasting the diamonds on them. You could do with one if you looped the gravel back into it.

build a turbine, generate some eu. Make a shit ton of forestry auto farms that need a constant draw. Run some quarries underground.

But to answer your direct question which I think has already been answered - nothing will happen other then wasting steam.

You could also make a huge lava tank and use that as an energy buffer / centrifuge feeder. I mean, that's a little lossy, but lava is stupidly energy dense.

That said, I can't remember whether not using the engines' full power will cause them to explode...
