I made this tier 2 slime spawner using a soul shard and soul cage, but it's not working. The style of the farm is they don't have solid blocks to spawn on near the spawner, but other spawners work without solid blocks. Could this be the problem? Or is that my light level is 0. I am under y level 40.

I believe the issue here is that you probably aren't in a slime chunk- tier 2 spawners will not spawn any mob that wouldn't spawn 'naturally'. Sorry!
The slime shard has an issue where it only works anywhere with tier 5. Even though the tier 4 should work anywhere it does not in this case. No idea why, but if you try it it won't work.
Just break it you will get your shard back. Just DO NOT use a second shard on an existing soul cage spawner it will over write the current spawner and you will not get its shard back. Breaking it will only give you the current shard the spawner is using.
And FYI if you break a spawner you fall back to the last tier...159 souls are 128 after you break the cage. And some mobs are not good coded vanilla wise...wither skeletons for example. When you break a wither skeleton spawner you get a skeleton shard instead.
Ok thanks, I didn't want to try that because I read somewhere that you have to hit them with a shard, but I guess I didn't pay attention and that was only for "naturally occuring" spawners...
