Server runs fine, when I'm near a friend it freezes.

Details of the issue:Ok, I've setup my own personal server for this cloud9 mod pack, it only has me and my one friend on.
My PC Runs it fine no issues, runs smooth as anything.
However, when my friend gets too close to me, like standing beside me, it will lag out the server say the tick cant keep up or something like server timed out. When he then proceeds to move away from me in this massive freeze up, it will go back to normal until he is very close to me. We have tested this and it is defo the problem, whenever he gets too close to me or I get too close to him the server will freeze and not respond until we distance ourselves and the server unfreezes. Anyone know the cause of this?
