server problem

hello im am trying to get a personal feed the beast server running for just a few freinds, i have downloaded the mindcrack server and unzip the contents into a folder and it runs the server start up but then it will not let me access the server properties text document to modify (e.x. enter in the ip ) and i cannot figure out problem i have a new windows 8 computer and i believe that may be the cause of some kind. any assistance is well thanked

I faced the same problem with Tekkit Server !!
How can I manage to solve that problem !
