Server Memory Allocation Problem

Hello,

When i use the start bat i edited java -Xms512M -Xmx2048m -jar ftbserver.jar the server loads but does not seem to allocate the new memory size and says on the GUI 100mb used (50%) or somewhat close to this this and i was wondering how to correct this?

O/S Windows 7 Home Premium x64
8GB Ram

what I did, I changed both to the high number. but I would assume the server will take what it needs when it needs it.
