Problem Server Disconnecting Users

Hello,

I have a problem with my Direwolf20 1.6.4 Server

when more then 3 People connect to my server the 4 one get's a disconnect after a few seconds.
the server is a 20man server with 4GB Ram and 3,8GHZ 6Core i reduced this to 10man upgraded the Ram to 6GB but it doesn't solve the problem. Any Ideas for solving this problem are highly appreciated

What does the server console say when they are disconnected?

like a normal disconnect

Post results from speedtest.net and pingtest.net. Sounds like a bandwidth issue.

However FTB requires more I'm assuming.
Also how many other computers is this connection shared with?
With 128mb down and only 4.7mb up you're going to max out your upload whenever you download something as a little bit of the upload bandwidth is still required when downloading a file. So with that much of a difference in upload and download I'd think as soon as you download something on that connection it would timeout anyone connected to your server.
