If there's a repeatable issue that can be labeled as a bug, then please use the issue tracker for the pack or the app at GitHub issue trackers - If there's no repository for a pack that means that the pack is old and/or will not be updated. Bugs for older packs will not be fixed, unless they are critical.

I got 2 buildcraft quarries set up and I'm using one source of water to cover them both so all lava turns into obsidian so the quarries don't get stuck. Well, I removed that source block and the server can't handle all the water updates, its up for like 10 sec then it crashes what can I do? Also, I'm playing on Revelation.

Minecrafts inability to handle water updates has been common knowledge since around 1.2.5, if you ever use water (or end up with water) in a Buildcraft quarry the one thing you never do is try and take it out. You basically have a choice, you use a third party tool to remove the water, or you keep restarting the server until it's finished removing the water (could take hours). Oh, or you could restore a backup and leave the water alone!

Well ok, at least it has been able to handle one quarry draining before but not 2 at the same time.
