Serious Lag. Need Help

When I play feed the beast I get this really weird lag.
Its on any of the mod packs.
It happens when I have been playing ftb for a couple of minutes and it only happens when I look down but when I go down to Z level 30 or so it reverses and it only happens when i look up.
I have a mid level CP and its not my hardware.
I couldnt find anyone else having the same problem so I came here.
Please help if you have any idea what could be happening

I'm just nitpicking, but you don't go "down" in Z axis. You go down in Y axis.

Also, that's like... really odd. I haven't run into similar thing ever.
