Power:Can TP to anywhere he sees, and can also make things blow up by looking at them
Personality: Fairly nice(ish) guy, quiet, but don't stare at him, he might stare back!
Important Experiences: Got beat up at school all the time, until when he developed his powers, he accidentally blew up the school, and he blinked away, and sometimes, the faces of the few friends he had haunt him at random times, and he just buries his head in his hands, before he blows something else up.
How they got to the institution: accidentally blinked there when he blinked to a bird, then had to blink to the ground.

In response to the thing Technician said, sure, but not much, as he is a massive heavyweight in terms of drugs, but he can barely hold his booze at all.

The teleporting sounds OKis, but the blowing up is a bit strong.

He really does not want to use it, let's say, only if his life is threatened.
That's not a bad thing. He notices his mistakes and fixes them. And like tech said, these are RPG rules, not forum rules. If Law feels they're a bit over the top and controlling, he can PM me and I can fix them.

Well, i'm trying to come up with something for you. But next to making everybody in the world a druggie, you're not really that much of a threat. Isn't there something you could add to your character that would make him a bit more of a threat?
Basic mental suggestion/very low key mind control. Completely uncontrollable so far though and not much document. Maybe other brain-based things later.

It starts to swallow him whole but then falls over, mouth open. He managed to escape.
"What was that?" he asks.
OOC: He used minor mind control.
