The easiest fix that comes to mind just looking at that picture is this:
Stop building everything so that you can see all of it at once. You have plenty of power sounds like, you can put 99.9% of your AE system somewhere else. Somewhere your client doesn't have to render any of it.
When you build in the open with everything on top of each other client lag is unavoidable. Regardless of how much you optimize you'll just use those optimizations to build more stuff right there ending up laggy again.
If you are allowed to use chunkloaders on that server move most of that stuff far away and use tesseracts/ender chests/quantum link chambers/etc. to connect all of it. If you're not able to do that you might see some benefit from putting some of that far underground yet in the same chunk. I don't know how minecraft renders everything but putting some vis blockers helps in many other games.
Oh, and as everybody has said, 100+ disks is insane, regardless of how great a deal you got on them. My main AE system nowadays is typically one Drive with 16k disks and anything that I need to keep more than 1k of gets its own DSU/Storage Bus pair and that warehouse of items isn't anywhere near my main workshop. It is in a well-lit bunker, usually in an entirely different dimension.
