According to the FTB Wiki
WARNING FOR USERS OF REDPOWER

Do not attempt to move this block with Frames. This may cause a chunk reset or worse.

I have tested it with a Frame Mining setup using them, for a while. On my server.
No no Chunk Reset nor any other thing happened.. Is it random or takes time?
Also might had it been fixed and the wiki is not updated?

God knows what sorts of inaccurate nonsense is put on the wikia/ftbwiki.org, it's best as a guideline and nothing more.

As far as that, I'm 99% sure that it's fine as direwolf seems to have no issues with doing such, nor I in my personal experience doing so.

Well, you're looking at the wikia version of the wiki, which stopped being updated around FTB Beta other than some copy/paste jobs from other wikis. The official wiki is still under construction, but well on its way. For things not covered in the official wiki, the unofficial wiki will probably have you covered. Though, honestly, I generally find it more useful to go to each mod's own wiki.

Well I went over to the Thermal Expansion Wiki..

Nothing was mentioned about Redstone Energy Conduit and Frames.. probably it was fixed on Thermal Expansion mod end to work properly with Frames...
Why would that mention frames even if it caused problems? Authors dont typically list every (or any) compatibility issue with other mods like that. Also those are almost never updated. It serves a simple purpose of explaining what their block does.
