During one of DW20's lets play videos I noticed his redstone energy cell was hooked up to some TE machines. When the machine's internal battery were full, they would stop draining energy from the cell.

I tried to create a similar setup, but it seems the TE machines constantly drain energy from my redstone cell. Knowing that some machines in other mods require a small amount of energy to remain on, I tried looking for information on whether this was the case for TE machines, and if so which ones and how much energy.

Did DW set up some switch to turn off the cell that I missed or is there some config option?

This should not be the case. (I'm basically positive it is not.) Do you have anything else on your network such as Forestry or BC machines? Screenshots would be helpful here.

Nope all I have is a pulverizer, powered furnace, induction smelter, Magma crucible, and liquid transposer.

Most of my wireing inside is under the floor, so a little useless to take a screenshot if it. The conduit going up on the left is a new addition. I had the same amount of energy drain when it was only the conduit on the right.

The cell shouldn't drain any more energy than what's being used. You either a) Have a seperate machine running that you forgot about b)left something a in a machine or an extremely unlikely c) a bug. Double check Your wiring and make sure you don't have your cell have an input and an output in the same system

The only machines I have are the ones I listed. There's nothing in any of the machines. The only thing I did was set the machines so that they ignore redstone signals.

Beats me then. It might be the engines but I honestly have no clue. Normally cells don't do that though.

I have a rolling machine and a carpenter connected through the same line as my pulveriser, powered furnace ect and I am also having the same problem. Is it due to the forestry machines?

The rolling machine is the culprit here, it continuously draws power as it does lose some over time.

It doesn't take that much power from your system (I think it's 1 MJ/t, but I could be wrong), so if you can't keep up with that you either need a better power system, or you can just disconnect the rolling machine when you don't need it.

Not at all.

Structure pipe on the machine with gate set to 'has work - redstone signal', stick an REC next to it that's connected on your conduit power, set REC to high redstone signal and it'll be off by default (along with the machine) and only switch on when the machine has something to do. Takes all of 2 mins to set up. :)
