He says in one of the tweets below that pre-1.7.9 servers will treat the new names as entirely new players.
New inventory, new whitelist, and most importantly, new bans. That seems a little terrifying, that people can evade bans like that.

For example (if my UID was 12gh):
I log into a server and get banned
The server bans looks at the players' name, and bans the UID 12gh
I change my username, but my UID is still 12gh, so I can't log in
But if someone changed their username to my old one, they would log in... but it is likely they would get banned by the admin/mod/owner would ban that player
This idea has been implemented since 1.7 (I think)
