File path should looks like /your server's directory/configs and in there you should find the Portal Gun one and in there you can disable the moon portal.
Mods should work as long you grab correct version for your Minecraft instance. However there are some badly coded ones that may not work no matter what you do to it. If your in that situation then the only suggestion is try to get a hold of the party who developed it and see if they are willing to help you with getting their mod to work with your server.

First one is the one you installed, second is the one in the pack. Looks like Angel ring was added in the MC 1.7 version of Extra utilities.

hmm oki just want to add mods that add new blocks and make it a lot more fun
Remember though the more mods loaded=more hardware power and networking required. Meaning you will have to either upgrade your computer or rent Minecraft servicing if you get too far with doing this.
No as mc.crab suggested you would have to switch to the new pack and do a complete reset because jumping from 1.5.2>1.7.10 would make your world otherwise unusable (because of the all the changes).

Sorry but I am not sure of your desired game play type. I suggest to maybe look around the internet for what your trying to look for in a mod and see what you can turn up from there.
