Did you unzip the essentials.zip? As far as I know the download is a zip file.
 
What files do you have in your plugin folder, and did you make sure you downloaded the essentials for mc 1.5.2?
 
There seems to be some problems with the loading of the plugins.

Spawning with no hunger is I think caused by Tinkers Construct, there should be a config setting to disable that.

Edit: Just tested it and created a server with the same versions that I linked. Try redownloading MCPC+ and replace the one in your server folder.
In your config folder, TinkersWorkshop.txt B:"Keep hunger on death"=true change to false

So what version on MCPC+ should i install and where would i put it , just in the server folder and do i have to change the ServerStart ??

One thing you could try is to move the server to, for example c:\ftb
